The California Indian Manpower Consortium Inc. (CIMC) administers the Child Care and Development Block Grant (CCDBG) through funding provided by the U.S. Department of Health and Human Services, Administration on Children and Families.

Eligibility for Program Services

The California Indian Manpower Consortium, Inc. (CIMC) CCDBG Program provides payment for child care services for Indian children from participating tribes who reside in the county in which their reservation/rancheria is located or in the service area identified by their tribe. Parent, children and child care providers must meet the following eligibility criteria:

Parent/Guardian:

- reside in the service area as defined by the participating tribe;

- meet income guidelines; and

- be working or attending an educational or vocational training program (working parents receive priority).

  

Child:

- be from a participating tribe;

- under 13 years of age; or

- over 13 and under 18 years of age if disabled (unable to care for themselves) or under court supervision.

  

Provider:

- registered with CIMC CCDBG Program;

- meet applicable State/Tribal licensing requirements; and

- if licence-exempt, meet CCDBG heath and safety standards.

Priorities
At all times, children with special needs receive priority for services. When applications are reviewed and prioritized, children with special needs and families with very low income, including TANF recipients, are considered for services first, before families who have children with no special needs.

Additional priority for child care services is applied as follows:

  • • working parents
  • • parents in vocational training programs
  • • parents in education programs

 

Selection of Child Care Provider/Use of Child Care CertificateThe concept of the CIMC CCDBG Program is parental choice. This means that, to the greatest extent possible, the parent has the choice of child care provider.

Other Program Activities
Portions of the CCDBG monies must be used for improving the quality of child care services. Quality improvements include resource and referral, training and technical assistance, comprehensive consumer education, and monitoring activities (compliance with licensing or health and safety requirements).
